Abstract

This study was conducted as a beginning evaluation of the benefits analysis of NAVIGATOR, Georgia's Intelligent Transportation System. The study documented a 23-minute reduction in incident duration during 1997, resulting in cost savings of $44.6 million due to reduced delay time. A single capital investment of $72 million, which includes only capital costs pertinent to this analysis of freeway and incident management components, resulted in a 2.3 benefit/cost ratio for 1997.
