Economic impact assessment of regional airports in Norway : cases for airport closure?

Abstract

The regional airport network in Norway consists of 26 airports, served by routes under Public Service Obligation (PSO). These routes are subject to competitive tendering. The invitation for the next tendering period (April 2003 to April 2006) was given in Spring 2002. In connection with the next tendering period, the Ministry of Transport and Communications and the Norwegian Air Traffic and Airport Management (NATAM) wanted to assess whether all parts of this network were viable for scheduled air operations in the future. The analyses revealed cases for airport closure, when considered from an economic efficiency point of view. This paper reports the methods that were used for the economic impact assessment, and the main results are presented and discussed. For the covering abstract see ITRD E124693.
