Abstract

In view of omnipresent high cost of capital and growth rates of traffic, considerations of stage construction are important. Stage construction is defined as a process of progressive improvements in the capacity and / or quality of a transport facility over time, beginning with a relatively low standard. An analytical process for the selection of the optimal sequences of staging and the establishment of the optimal times for implementing each stage is discussed.
