Abstract

THIS PAPER CONSIDERS THE APPROPRIATE USE OF TOLLS CHARGED ON THE USE OF UNCONGESTED TRANSPORT INFRASTRUCTURE IN A DOMESTIC CONTEXT. IN PARTICULAR IT EXAMINES TOLLS ON THE INFRASTRUCTURE OF ROAD CROSSINGS IN THE UK AND THE USA. THE PAPER SETS OUT THE BROAD THEORETICAL BASIS UPON WHICH INFRASTRUCTURE CHARGES COULD BE FOUNDED. THIS IS COMPARED WITH PRESENT POLICIES IN BOTH COUNTRIES. OBSERVATIONS ARE MADE ON WHY THE ACTUAL SITUATIONS DEVIATE FROM THE THEORETICAL PRINCIPLES. A MORE DETAILED ASSESSMENT OF CURRENT POLICY ON TOLLED BRIDGES AND TUNNELS IN THE UK IS PRESENTED AND ATTENTION IS DRAWN TO THE PECULIAR FINANCIAL TREATMENT OF OUTSTANDING DEBT IN THIS COUNTRY. A NUMBER OF POSSIBLE SOLUTIONS TO THE DEBT PROBLEM ARE PUT FORWARD.
