Abstract

An initial research was focused on creating an analytical framework within which transportation corridors might be evaluated. The orientation of this paper is empirical and, s such, focuses on the comparison of tangible benefits and costs. Areas for further research and application are noted and discussed. Several tentative conclusions are drawn and discussed along with their implications for decision-making and policy.
