This is the final research report within the framework of the Dutch Bicycle Master Plan's 'Education' project. The report shows per age group: (1) which educational goals have to be carried out; (2) which activities are necessary to realize the educational goals; and (3) which persons are therefore required. Based on this target group analysis, the report gives nine concrete recommendations for new educational programmes. These recommendations are mainly aimed at enhancing both the safety and use of bicycles. The report also contains an evaluation of existing traffic education programmes. It appears that these programmes are characterized by inadequacies. An example of this is the absence of education programmes for cyclists with little cycling experience.
