Abstract
This paper presents a method to evaluate the effects of the "Approach to concentrations of traffic accidents" (AVOC) on the traffic safety. An important purpose of this method is to provide an analysis design in order to justify the validity of the results of before and after studies in the best possible way. The method should also take into account that the comparisons themselves should be made in a statistically reliable way. The paper describes the design of a computer program for evaluating the effects of AVOC measures.
