Abstract

In the Netherlands all subsidies for local public transport come from the central government. Therefore with the help of two consultants a system of standards for the level of service and for allocating transport subsidies among cities has been sought. In this article it is argued that systems that try to formulate qualitative standards are doomed to failure. 3 possble systems for allocating public money to public ttransport are presented.
