Abstract

When optimising traffic signals, the effect of subsequent changes in green times upon the assignment are usually forgotten. Because of a redistribution of traffic the use of traditional strategies like Webster or delay minimisation can even cause an increase in delays. In this paper a plea is made for a nev signal setting policy, P 0 , that does take account of the interaction between signals setting optimisation and traffic assignment.
