The effect of penalty severity on the behaviour of traffic enforcement officers.

Abstract

This paper examines the effect of introducing new heavier Traffic Infringement Notice penalties in Victoria in May 1987 on the subsequent enforcement levels for seven specific offences. Although a 12% reduction was observed, this was not a direct result of the increased penalties (using four criteria), but reflected an enforcement cycle which would have occurred regardless of changes to the penalties.
