Abstract

FOR TWENTY YEARS, THE IMPACTS OF DEREGULATION OF MOTOR CARRIER MARKETS HAS BEEN A MATTER OF CONSIDERABLE DEBATE. THE RESULTS ARE PRESENTED OF THE FIRST MAJOR STUDY OF PRE- AND POST-DEREGULATION RATE LEVELS IN ARIZONA AND FLORIDA. THE RESULTS INDICATE THAT THE EFFECTS OF DEREGULATION HAVE BEEN MILD AND ON THE WHOLE SALUTARY. RATE INCREASES HAVE MODERATED, EXTREME RATE VARIABILITY WAS NOT EVIDENT, AND NO GROUP OF SHIPPER/RECEIVERS COULD BE IDENTIFIED WHICH HAVE BEEN DISADVANTAGED BY THE REMOVAL OF REGULATORY CONTROLS AND SAFEGUARDS. THE CONSISTENCY OF THE RESULTS ACROSS THE TWO STATES SUGGESTS THAT THESE RESULTS ARE GENERALLY APPLICABLE.(Author/publisher).
