Abstract

This publication aims to prevent a gridlock in the discussion between initiators of parking measures and those effected by them. This is very often the case because of lack of proper knowledge which is - partly - made available in this study. Based on an analysis of 18 cases, 5 regional parking studies and an expert meeting the following conclusions were drawn in. A careful vision of declaring restricted access to cars has a good chance of succeeding if it is translated into a good plan. Good timing and good communication when introducing large-scale parking measures are important to ensure acceptance and success. It is necessary to create a broad area of interest among the interested parties (residents and the commercial sector). Intervention in parking does not generally lead to negative economic effects. In the analysis almost twice as many positive effects were reported as negative effects. Fee or charge measures are largely associated with positive effects on the local economy over the longer term, though over the short term there may be a drop in the number of visitors to such an are.
