Abstract

This chapter presents a part of the results of a study carried out to evaluate the effects of a combined enforcement and publicity campaign conducted in the Dutch province of Friesland in 1984. Some evidence is presented to show that the effects of such a campaign are not only impressive in terms of short-term changes in seat belt usage, but also that such a campaign may actually effectuate some long-term structural changes in seat belt wearing habits.
