Abstract

The Dutch `Sustainably Safe' Starting Programme began with carrying out the first phase. In 2000, a plan will be made for carrying out the second phase. It is essential to have a measuring tool at ones disposal, as extension or variation of existing traffic forecasting models. This new tool must be capable of judging, in terms of road safety, variations of a district categorisation of a road network. This should, as far as possible, be done in relation to the necessary investment. This report contains a proposal as to how such a cost-effect model can be achieved. In the first place, the report examines the decision-making process concerning the introduction of measures for the `sustainably safe' approach. Next, a report is made of consulting prospective users regarding their needs for this model, and the demands to be made of the model. The vision of model builders was also asked about the possibilities of developing such a model. As a result of this inventory and consultation, it is suggested to develop the model in two phases. Phase one concentrates on defining the types of problems and their possible solutions. When, in the second phase, the execution of the `Sustainably Safe' Starting Programme begins to take shape, a greater insight into the relationship between costs and effects of the chosen solutions will appear. Using this knowledge, the model can be fed and refined.
