Effects of speed limits on speed behaviour and traffic safety.

Abstract

Vehicle speed is the core of road accident problems. The following changes are planned in Poland: reduction of speed limit from 60 to 50 km/h in urban areas; increases on 2x2 lane rural roads to 100, on expressways from 90 to 110, and on motorways from 110 to 130. In Poland, 1. general speed limits are habitually violated on all rural and most urban roads; 2.speeding is most common motoring offence; 3. there is very large variation in vehicle speeds, encouraging overtaking; 4. there are few motorways for fast driving. There is no general public disapproval of speeding. In urban areas 90%, and in rural areas 60%, of drivers exceed limit. Choice of speed can be influenced by engineering measures, enforcement and education.
