Abstract

Federal Standard 213 has been instrumental in improving the quality of child protection in automobiles. However, the adoption of a design standard rather than a performance standard has limited the creativity applied to car seat designs. For example, 1 3-point harness system cannot be utilized in a child car seat. although tests have shown it could be highly effective.
