Efficiency and quality of public transport in developing cities.

Abstract

Rapid growth of many cities in the developing world has defined for their urban public transport systems a priority to the increase in quantity of supply over cost efficiency and even service quality to the clients. Service quality necessarily has different meanings in different backgrounds, but there are probably valid elements in all cities. This paper formulates the problem of identifying the necessary conditions for conception and implementation of stable organisational solutions to urban public transport in developing countries, in several essential domains: structure and competence of the public administration, participation of private operators, tariff systems and financial support of public transport, coordination with traffic management and other urban policies, etcetera. (A) The French title of the paper is: "Efficience et qualité du transport public des villes en développement".
