Electronic fee collection in economies in transition : introductory report.

Abstract

Many transitional and developing countries (TC/DC) currently face the difficult challenge of choosing appropriate strategies for rapid implementation of electronic fee collection (EFC) for toll motorways, while several incompatible EFC systems and standards already exist world-wide. A survey focussed on understanding the priority needs of transitional economy decision makers on this issue leads to several key questions in relation to interoperability, standards, competition, equipment costs, best practices and life-cycle cost analysis.
