The need is described for an automatic system to replace Singapore's current Area Licensing Scheme. A pilot electronic road pricing project is described which is being set up to compare the systems of three joint ventures over a period of 3 months. 100 test vehicles will be fitted with in-vehicle units and smartcards and a variety of scenarios will be enacted. In-vehicle units will be attached to the windscreen and stored value smartcards inserted on entry into the restricted zone. Equipment on overhead gantries will deduct payments and photograph number plates. Each of the three systems will be tested for its ability to distinguish vehicles and charge correctly.
