Abstract

Transurban City Link Limited, the concession holder and operator of the Melbourne City Link, Australia, is presented. The City Link, Australia's largest private infrastructure project at AUD$2.2bn, opened for business in January this year. This paper provides an update on the project - the result of combining local project management with component and system suppliers from Europe, the Americas and Asia to create one of the largest, most advanced and innovative open highway toll collection systems in the world. The paper presents the experience of one year's operation and covers the marketing campaigns leading up to the opening of the City Link, the technological options for TAG-based and license plate identification and finally the benefits of interoperability based on the public DSRC (dedicated short range communication) standard. The technology to deploy multi-lane free flow electronic tolling is now proven; this paper addresses the customer services perspectives and identifies the key elements in successful ETC delivery. The lessons gained will be of interest to suppliers and both public and private organisations embarking on ETC implementation. For the covering abstract see ITRD E114174.
