Abstract

In the third Plan for Traffic Safety a new approach is introduced to cope with the problem of traffic safety, in order to reduce the number of traffic accidents. This approach is oriented towards sustainable traffic safety. In addition to the former policy, in which attention was mainly focused on the symptomatical prevention of accidents, in the `sustainable traffic safety policy' more consideration is given to the prevention of traffic accidents at an early stage. Furthermore, there is a rising concern on the need for an integration of traffic policy and traffic-related policies, especially the policy for physical planning. The Traffic Engineering Department of the Ministry of Transport and Public Works has asked the Institute for Applied Social Sciences to carry out a pre-research to examine the possibilities to evaluate the policy. Drawing on the literature, the first part identified the main elements of a sustainable traffic safety policy. Secondly, a proposal has been put forward for an evaluation of the policy.
