Abstract

One of the long term strategic issues that Dutch society is faced with is how the increasing growth of production and consumption can be combined with the realization of travel, energy use, and environmental goals. Lack of space is also a problem. For this purpose, the Dutch Central Planning Bureau (CBP) describes three scenarios for the Netherlands: (1) the "global shift" approach. According to this approach, there is internationally little reason for improving the Dutch environmental policy dealing with cross-border problems; (2) the "balanced growth" approach, which considers the Dutch environmental policy to be greatly dominated by international policy; and (3) the "European renaissance" approach. This scenario places emphasis on a successful integration of political and economic solutions for environmental problems in Europe.
