An evaluation of governmental measures which can contribute to the energy conservation and energy diversification in personal and freight transport is presented. Part I contains: 1) Abolition or decrease in the fiscal field; 2) Modification of the structure of taxes on cars on account of their fuel consumption; 3) Improvement and or introduction of alternative communication means for the necessary business traffic; 4) Introduction of toll roads, peak hour taxes, parking taxes or a licence system; 5) Periodical vehicle inspection; 6) Better adjustment of traffic signals; 7) Publicity campaigns.
