Abstract

The purpose of this document is to summarise these successes and failures, and also to recall and to outline the steps that still need to be taken. Much important work remains to be done, indeed, before the Council and the European Parliament adopt all the proposals that have been submitted to them and before these can, subsequently, be fully implemented and applied. Many of the ideas explored over these last four years merit further effort, imagination and determination in order to translate them into policies. Drawing up a balance sheet means taking the time to look back to the past in order to better prepare the future. This balance sheet, it is hoped, will also be a door opening onto the future.
