Abstract

The European Commission has set an ambitious target to reduce road deaths by 50% by the end of 2010, in its White Paper on the Common Transport Policy of September 2001. The European target can only be reached if traffic law is enforced more effectively. The European Commission has adopted a Recommendation in October 2003 on how Member States should improve their enforcement policies. ETSC has set up an Enforcement Programme to promote best practice in traffic law enforcement. Over three years (2004-2007), it is observing how the Commission Recommendation is implemented in the EU Member States (A). For the covering abstract of the conference see E217780.
