Abstract

This paper gives a short introduction into enforcement of an area fee system, focusing on the realisation in the course of the Swiss Heavy Vehicles Fee (HVF). It highlights that enforcement is not a single measure nor is it a pure technical matter. Enforcement is a complete range of measures both technically and legally which have to be considered as one integrated subject during system design and implementation. In the development phase it needs close co-operation and mutual understanding of all parties involved: the operator, the legislative body and the system designers. As a result - demonstrated at the Swiss HVF - the technical measures range from OBU (on-board unit) design to automatic enforcement stations and from complex plausibility checks running in the IT-background system to rather simple utilities used for mobile enforcement. All of them are supported - as a must - by corresponding legislative background.
