Abstract

This guide describes the engineering study process for evaluating the operational effectiveness of various intersection improvements. It also shows how capacity analysis and traffic simulation models can be used to assess the operational impacts of those improvements. Use of this guide should enhance the decision-making process and reduce inappropriate installations of traffic control signals.
