Abstract

At the center of debate about institutional aspects of urban transport, the issue of the involvement of the private sector usually arises. This paper examines the case of Brazil, and shows how to improve transport by involving the private sector. An analytical model was developed to study the relationship between regulatory constraints and private enterprises in eight Brazilian metropolitan cities. The English title of the paper is: "Emergent enterprises facing tutelage of public transport."
