Abstract

The most significant aspect of the environment is that the enforcement system is hopelessly inadequate to influence behaviour. If enough drinking driver offenses can be caught, the problem can be stopped. If efficient enforcement procedures can be adopted and sufficient manpower and equipment to the enforcement can be devoted enough offenders can be caught.
