Abstract

This paper describes the development of a framework for the environmental impact assessment (EIA) of a proposed highway in Huascaran National Park, Peru. The EIA was developed as part of the Canadian International Development Agency funded Environmental Impact Exchange Project between the Universities of Ancash Peru and Calgary Canada. The exchange project, which began in 1988, encompasses a number of aspects including education, and research. The proposed road is in an environmentally sensitive area, Huascaran National Park. It served as the focus for the development of EIA's in both a teaching and research context. The proposed route would involve the construction of approximately 63 km of new highway including a 2,050 metre tunnel at an elevation of 4,500 metres. (A)
