Abstract
In 1983 the Winschoten project was completed in the public participation phase quite a number of “professionals” had the floor, not representative of the neighbourhood. From the start the municipality should make clear how, and to what extent the results of public participation can and will be incorporated in the final plan In Winschoten the quality of the original plans was improved by the discussions. Before and after interviews showed that the number of not-interested people had decreased.
