Abstract

This paper describes how the establishment of a Road Fund (RF) in Swaziland through Road User Charges (RUC), could be used to pay for all the maintenance and part of the rehabilitation of the roads in the Kingdom. This paper contains an analysis of the different mechanisms presently available for the financing of maintenance and rehabilitation of roads in Developing Countries. It elaborates on the main instruments used to charge road users and that might be included in a RF. Some of the actual charging instruments used in Africa are listed and a suggestion is made for the most appropriate for Swaziland. In Swaziland there are at least three major sources of RUCs to support an RF: -Vehicle license fees; -Bus Operators license fees;and -Levies on transport fuels; Considering that the fuel sales are around 140 Million liters a year, a levy of, say E0.20(USD$0.04) per liter, would provide E28 Million (USD$5.6 Million) which could go directly to the RF. This value, together with other existing RUC+s in the amount of E13.6 Million(USD$2.7 Million), represents approximately the existing level of maintenance expenditure of the Roads Department(RD) of the Ministry of Works and Construction (MOWC) of Swaziland. The issues resulting from the establishment and implementation of the RF are presented as a conclusion to the paper. (A)
