Abstract

This paper suggests various relationships and guidelines which, when interpreted by an experienced traffic engineer, are thought likely to provide sensible monetary estimates of the benefits of signal coordination on fixed-time TRANSYT plans or by scoot. The estimated benefits should be suitable for planning purposes, but it cannot be expected that the predictions will necessarily agree on a link-by-link basis with the results from subsequent surveys. The relationships in this paper are simple and can be evaluated by hand. The data required (average flows and cruise times) are usually readily available. However, where resources permit, better estimates of the benefits of coordination are likely to result from the use of the TRANSYT program.
