Estimating the effect of the Hanshin Expressway traffic control systems.

Abstract

This paper aims to evaluate several aspects of the effects of the traffic control systems operated in the Hanshin Expressway network. A framework for evaluation is shown which includes various evaluation groups and items such as user benefit and operating cost. Through the analysis using observed traffic flow and accident data, travel and transport surveys and others, the effects of the traffic control systems are estimated. The results of cost-benefit analysis prove that both providing travel information and operating traffic control have significantly improved the efficiency and safety of expressway users.
