Abstract

This paper presents an analysis framework for the process of estimating consequences of highway vehicle operation, and describes the ROADS model developed from it. It begins by suggesting a number of requirements for an ideal system. Factors affecting vehicle operation and performance are grouped by source and examined for types of relations to operation. From this, the structure of a theoretical model of the prediction process is derived.
