The development is described of a computer system designed to aid management in budgeting, estimating, planning and resource control for highway construction and maintenance. 'Rate' - resource allocation and techniques of estimating - provides engineers with bills of quantities, priced or unpriced, together with schedules of labour, plant and materials required for each job. The development has been undertaken jointly by local highway authorities and a firm of computer consultants under contract to the transport and road research laboratory who also contributed in co-operation with the department of transport.
