Abstract

The methods used in Poland to evaluate fuel consumption and exhaust gas emission in order to assess the measure of ef- fectiveness (MOE) of different traffic signal plans are pre- sented. Fuel consumption is calculated using a formula which describes the relationship between fuel consumption and total distance travelled, delays, average number of stops, and unit fuel consumption at speed, per stop, and when idl- ing and speed. Two simplified general formulae for evaluating short term and long term plans are also presented
