Estimation of the underlying true accident rate: A new procedure.

Abstract

This paper discussed the role of accident rate estimation in hazardous location and countermeasure effectiveness identification. The choice of road length and time period is discussed, and research suggesting that five years is a most suitable time period is described. The concept of the underlying true accident rate is discussed and is used to develop a new procedure for estimating a confidence interval for the underlying true accident rate.
