ETC and privacy protection in Japan.

Abstract

It is really important to discuss the privacy protection on the ETC (Electronic Toll Collection) system in Japan. The points discussed in this report mainly come from its procedure of collecting. The ETC operators have to keep personal data of users because they send toll fee bills to the users later. They adapted an integrated circuit card system to take data about highway users. There are some opinions that the ETC may cause serious violation of privacy. Some journalists insist that privacy protection is essential to introduce ETC systems. Furthermore, Japanese people are coming to be more sensitive to the violation of privacy by recent violation cases in Japan. MOC (Ministry Of Constructions) made "the guideline for personal data protection on the ETC system" and released it as an order to ETC operators to protect personal rights and interests by providing basic procedures for the handling of personal data stored in ETC systems. The data flow on ETC system, the situation of Japanese privacy protection and the privacy protection on ETC system are discussed.
