ETC online setup system: managing ETC on-board equipment in Japan.

Abstract

There are already more than 9,500km of expressways and 600 places of ETC gate available in service in Japan, run by 47 toll road operators, each with their own independent toll collection system. These toll collection systems include distance-dependant variable tolls, flat tolls irrespective of distance, and variable tolls determined by a vehicle type classification, etc. The ETC online setup system was designed for activating the on-board equipment (OBE) by using the PC terminal installed in more than 3000 online setup agents. The OBEs were equipped on more than 300,000 vehicles at June 2002. The OBE contains the vehicle specification data for toll processing, and communicate with the electric tollgate to enable the vehicle pass through correctly. This report provides the ETC online setup system and operations of this third-party credit organization in its efforts to assure inter-operability.
