European R&D projects : an overview.

Abstract

Many projects in the CEC DG XIII Transport Application Programme work in the domain of Electronic Fee Collection systems. The aim is the development of harmonised solutions all over Europe for full automatic free flow full speed multi-lane automatic toll collection systems. Dedicated Short Range communication based solutions are now available from the shelf. Therefore, many projects concentrate on non technical aspects such as enforcement, automatic vehicle classification, legal and institutional aspects and higher level considerations such as integrated payment, clearing, tariff strategies and standardisation. All the applications are using Smart Cards based on either a central account or the application of an electronic purse. Other applications such as access control in city centres, parking payment and demand management are also considered.
