Abstract

The European community aims to a harmonization of tax tariffs for car traffic to get a free European market. The member states of the Community strive for an increase of the excise duties on fuel and a decrease of the tax on vehicles. This modification in levying of taxes administers justices to the principle that "the user pays". This study looks to the possibility of combining those two conceptions.
