Abstract
On May 1, 1988 a new system of differentiated speed limits on motorways was introduced in the Netherlands. Only shortly after the introduction the desired effect was realised, later on more than 15% of car drivers exceed the speed limits. Perceived speed data show a decrease in the emission of exhaust fumes and an energy conservation. These effects were nullified almost everywhere by the increase of traffic volume.
