This paper describes an explorative study carried out to ascertain whether any change has occurred in the driving speed on motorways since the modification of the speed limit on May 1, 1988, and the publicity campaigns about this change, and the increased level of police enforcement. It is concluded that after an initial reduction in speed in May 1988, which was probably caused by publicity and law enforcement, in fact no direct correlations could be found between the speed behaviour and the efforts of enforcement and publicity.
