Evaluatie van de Maatregel Voorrang Fietsers van Rechts : formele regels versus informele regels.

Abstract

Op 1 mei 2001 is de maatregel 'Voorrang Fietsers van Rechts' ingevoerd. Op gelijkwaardige kruispunten kregen fietsers, snorfietsers en bromfietsers van rechts voorrang, net als andere bestuurders. Doel van de maatregel was het uniformeren van de voorrangsregels in Europa. Andere Europese landen kennen geen uitzondering voor langzaam verkeer. De invoering van de maatregel is via de publiekscampagne 'Geef het door, rechts gaat voor' breed bekendgemaakt. Voorwaarde was dat de verkeersveiligheid door de maatregel niet mocht verslechteren. Uit de evaluatie die heeft plaatsgevonden, blijkt dat aan die voorwaarde is voldaan. Ook blijken weggebruikers goed op de hoogte van de nieuwe voorrangsregel. Toch wordt de regel niet in alle gevallen nageleefd. Dat geldt niet alleen voor fietsers van rechts, maar voor bestuurders van rechts in het algemeen. Dat bestuurders van rechts niet altijd voorrang krijgen komt doordat het voorrangsgedrag op gelijkwaardige kruisingen vaak is gebaseerd op informele regels. (Author/publisher) English abstract: In May 2001 the Dutch government introduced the measure ‘Voorrang Fietsers van Rechts’ (Right-of-way for cyclists coming from right). For a long time non-motorized traffic was excluded from the general 'right of way from the right'- rule. In 2001 the rule was simplified in that motorized and non-motorized vehicles received the same priority on unregulated non-regulated intersections. The purposes of the rule change were a promotion of cycle usage and a uniformization of European priority rules. The latter is in line with the Vienna convention of 1968 that stipulated that all traffic coming from right should have precedence over traffic from left. Regarding the implementation of the measure, the parliament stipulated the condition that road safety should not be threatened. Therefore road signs were adapted at intersections with urban arteries, giving priority to the major roads. By 2001 road authorities declared that all necessary measures had been taken (DTV, 2000), although no exact numbers of adjustments are available. The rule change was made public by a broad campaign. The present study represents an evaluation of the rule change (Right-of-way for cyclists coming from right) with regard to compliance and traffic safety. With respect to compliance, yielding cyclists coming from the right was compared to yielding other vehicles from the right. Furthermore compliance with the measure at hand was compared to compliance with priority-from-the-right rule in general. Possible causes of lack of compliance were discussed. Traffic safety is evaluated in relation to the precondition that the rule change should not threaten traffic safety. Also, recommendations to increase traffic safety were discussed.
