Abstract

This paper presents data for the benefit of the Policy Information System for Road Safety (BIS-V) for the short term. BIS-V is being developed at this moment: (i) as a tool for recognizing trends in traffic safety; and (ii) for the benefit of evaluating traffic safety policy carried out. The paper uses accident data, behavioural observations and questionnaire data. The trends in the Dutch traffic safety development in the years 1989 and 1990 are presented under the following topic headings: (1) the involvement of people in traffic safety; (2) traffic accidents; (3) fines and chances of being caught; (4) driving speeds; (5) driving while under the influence of alcohol; (6) the use of seat belts and of child seats; (7) moped riders; (8) cyclists; (9) heavy traffic; and (10) young and elderly people. The paper also presents one or more policy recommendations per topic. It can be concluded that a further road hazard decrease has taken place after a standstill in 1989. This decrease can partly be attributed to a decreasing car traffic growth.
