Abstract

Until recently, the evaluation of accident remedial measures was regarded as a routine exercise. To- day, the situation is unclear, as at least two factors have arisen which complicate the process: Accident migration, somehow related to risk compensation, and regression- to- mean effect.While the problem of accident migration has yet to be resolved, many methods have been worked out to dual with RTM effect.
