Evaluating transit quality of service for transit oriented development.

Abstract

Transit oriented development (TOD) is widely considered to be an effective form of sustainable development. TOD can be defined as moderate to higher density development, located within an easy walk of a major transit stop, generally with a mix of residential, employment and shopping opportunities designed for pedestrians, without necessarily excluding the car. This paper deals with evaluation of TODs with particular respect to the transit quality of service (QoS). Two principal sets of QoS indicators are provided in a framework in the US Transportation Research Board's Transit Capacity and Quality of Service Manual (TCQSM). These sets fall within availability, and comfort and convenience. This paper deals with the availability indicators. Kelvin Grove Urban Village (KGUV) in Brisbane, Australia is used as a case study mixed use development. KGUV was tested for its suitability as a case study TOD by evaluating its transit availability indicators of QoS. (a) For the covering entry of this conference, please see ITRD abstract no. E216058.
