Abstract

This report gives an economic evaluation of the loss of time resulting from freeway obstruction and an evaluation of the benefits of freeway surveillance and control.In the report, three types of comparisons are made "within" a year of operation with freeway controls. Each of these three includes comparisons of peak-period travel times during an obstructed freeway condition with peak-period travel times for a freeway condition that is less obstructed.
