Abstract

Safety is one function of the traffic system and should not be evaluated independantly of others; the real question is: what changes are we prepared to accept in the system in exchange for a given increase in safety? Road user behaviour is based upon risk taking and results from a conflict between performance and safety preoccupations.Behavioural observations should therefore be part of any evaluation procedure as a complement to accident analysis.
